What explains successful democratization? We present a suggestion for a new solution that identifies the discrete beginning of a liberalization period, traces its progression, and classifies episodes by outcomes. Liberalization does not necessarily lead to democracy and the approach distinguishes between different types of failures, thus avoiding potentially fallacious assumptions of unit homogeneity. The identification of such episodes makes it possible to study the importance of the order of reforms for outcomes using sequencing methods.
